About RVR Review

CDCR disciplinary reports — known as 115s or Rules Violation Reports — can be difficult to understand. The language is technical, the process has strict procedural requirements, and it is easy to miss something important when you are not familiar with how these hearings work.

RVR Review was built to help families and incarcerated people cut through that complexity. We believe that everyone deserves a clear understanding of what a disciplinary report says, whether the process was followed correctly, and how the grievance process works — without needing a lawyer to explain it.

The tool is built on real-world experience with how CDCR disciplinary cases are handled. It checks the documents against Title 15 of the California Code of Regulations, the CDCR DOM, and the SHO Manual — the same rules CDCR staff are supposed to follow.
